Catch a crook 1

CATCH A CROOK To catch the crook, all you have to do is cut out the two circles, then cut out the face holes. Next, place the circle of heads on top of the circle of faces, and push a pin through the dot in the middle.
Turn the wheels, until the criminal owns up, and his words, and everybody else's faces match the heads.
